This publication aims to analyse the relationship between patent activity and R&D personnel. Although many Member States fit the correlation, the relationship between patents and R&D personnel does not appear to be straightforward in all of them. Moreover, the evolution of patent activity does not necessarily follow that of R&D personnel. As the countries presented in this publication vary in terms of economic size and innovative structure, the analysis should accordingly take these aspects into consideration. A breakdown by institutional sector reveals that patent activity is concentrated in the Business enterprise sector (BES), whereas similar shares of R&D personnel are employed in the BES and the Higher education sector. A significant number of R&D personnel are also employed in the Government sector. The last part of the publication considers the role of researchers and compares those working in the BES to those employed in all economic sectors. This analysis reveals a number of interesting differences between countries.

Nauka zamknięta w XIX wieku
"Między nauką a biznesem nie powinno być przepaści" - zauważa pani minister Barbara Kudrycka ("Polska" 21.11.08). To słuszne stwierdzenie, jednak na takim poziomie ogólności jak stwierdzenie "na świecie powinien panować pokój".

To spory sukces: polski system szkolnictwa wyższego znalazł się na 11. miejscu wśród 17 ocenionych (z grona państw OECD) – w rankingu Lisbon Council. Sklasyfikowano nas – co nietrudno było przewidzieć – za takimi edukacyjnymi potęgami jak USA i Wielka Brytania, ale jednocześnie – co mocno cieszy – przed Niemcami, Austrią i Hiszpanią.

Education in Europe - Key statistics 2006 - Issue number 42/2008
Almost 23% of all 18 year olds in the European Union are not in the education system, while over 40% of the teachers are more than 50 years old in Germany, Italy, Sweden at primary education and in Denmark, Germany, Italy, The Netherlands, Sweden and Norway at secondary level of education. This is a small selection of key statistics on education coming from the joint UOE (UNESCO Institute of Statistics, OECD, Eurostat) data collection. It covers all EU member states, the candidate countries, Iceland, Liechtenstein, Norway, Switzerland, Albania, United States and Japan. Data refer to 2006 for graduate data and to the school/academic year 2005/06 for all other data

R&D Expenditure and Personnel - Issue number 91/2008
This Statistics in Focus describes the current situation of national expenditure and personnel in R&D. Europe is still working to achieve the target set by the Lisbon Strategy of devoting 3% of GDP to research and development activities by 2010. With an R&D intensity of 1.84% of GDP in 2006 (exactly the same share as in 2005) the EU-27 is still below the Lisbon target. As defined by the new Lisbon Strategy, the business enterprise sector (BES) is expected to finance two thirds of R&D expenditure. Although the target has not been reached yet, in 2005 54.6% of R&D activities in the EU-27 were financed by the BES. Looking at R&D personnel, in 2006 the EU-27 counted 2 200 000 persons working in R&D (measured in full time equivalent FTE). The business enterprise sector employed just over half of them. Between 2001 and 2006, the annual average growth rate (AAGR) for FTE R&D personnel was 2%. During 2005, people employed on R&D activities in the EU 27 accounted for 1.45% of total employment. 33% of the persons employed in R&D in the EU-27 were women, i.e. an increase of 3% over the previous year.
